DSTI & MINISTRY OF ENERGY KICKSTART DEVELOPMENT OF DIGITAL TOOLS FOR ENERGY REFORM

The Directorate of Science, Technology and Innovation (DSTI) has officially began developing three core digital systems for the Ministry of Energy, first introduced by Deputy Minister Ing. Edmond Nonie: National Energy Dashboard: a real-time tracking of energy performance, GIS Database of Energy Assets: mapping transformers, poles, meters, etc., System Market Operations Portal: for IPPs to manage procurement, delivery & compliance. On July 9, DSTI’s COO, Jasper Sembie, and Product Team met with Dr. Kandeh Yumkella, Energy Sector Lead, to discuss progress and align strategic directions.
Dr. Yumkella welcomed the initiative and highlighted the urgent need for a centralized Project Tracking Dashboard to monitor sector interventions, flag delays, and clarify responsibility, especially around Power Purchase Agreements (PPAs). He also recommended building a Ministry website and public portal to enhance citizen engagement and transparency, currently hindered by a lack of digital presence. Importantly, Dr. Yumkella instructed DSTI to work closely with Deputy Minister Nonie, whose trusted and proven technical expertise helped shape the proposed solutions, to ensure successful implementation.
DSTI, tasked with developing these systems, has already prepared draft Product Requirements Documents (PRDs) and shared them with key stakeholders to ensure alignment with sector priorities and feedback. “At DSTI, we are under clear instruction and strong conviction to support the President’s sustainable energy vision through innovation, efficiency, and system reform,” said Mr. Sembie. The next steps are to: Finalize proposals for the tracking system & website, hold technical working sessions with MoE teams, Begin scalable system design. This partnership reflects a shared vision: using digital infrastructure to drive sustainable energy reform and improve service delivery. With Dr. Yumkella’s leadership, Ing. Nonie’s technical acumen, and Mr. Sembie’s commitment to President Bio’s agenda, implementation is now officially underway.
